手動啟泵功能應設置在消防控制室或消防泵房。為保證消防控制室啟動泵的可靠性，采用硬拉線直接啟動消防泵，可盡量減少干擾和風險。在情況下，由于聯動控制存在失效的可能性，如軟件受病毒侵害等危險，導致弱電信號總線無法移動。由此可見，手動直接啟泵是消防啟泵必不可少的防線。消防控制室的手動控制盤設置在消防控制室的消防聯動控制器上。
